17 October: Conference on the Free Movement of Persons in the European Union

This conference is organized by the Research Group European Integration of the The Hague University of Applied Sciences in cooperation with the French-Dutch Cooperation Council. Free movement of persons is a fundamental principle of the internal market. It allows citizens of EU Member States to enter the labour market of other Member States and to have their professional capacities and titles mutually recognized. At the same time, the appropriateness of the principle of free movement is under discussion these days in connection with the expiration of the transitional period for migrant workers coming from the Member States who joined the European Union in 2007.


In this discussion it is argued that migrant workers may take employment which the host Member State may want to reserve for its own nationals.
Equally the accession of new Member States to the Schengen cooperation has been a subject matter of discussion for quite some time now. Here reference is made to the requirement, imposed on those Member States by the old ones, to fully implement the various dimensions of the rule of law principle before a full participation in Schengen can take place.
Moreover, the EU is regularly confronted with third country nationals seeking to take refuge in the European Union, as an asylum seeker or, simply, in order to find a better future there. The question arises how the Union should react to these developments respectively what kind of policy of legal migration has to be developed in order to assure a well-functioning labour market in the European Union in the future.  

The conference aims to discuss the recent developments with regard to all the topics mentioned in a coherent manner.
